Highlights

 Flooding is persisting in Pampanga and Agno river basins in Region III while subsiding elsewhere.

 Nearly one million people have evacuated primarily in Region III with 87,300 people remaining in 310 evacuation centres.

 Despite the growing number of evacuees, there are no reports of acute humanitarian needs to date that are beyond the Government’s capacity to respond; international humanitarian assistance is limited to targeted support using in-country resources.

 The authorities are shifting their focus of the response from relief to early recovery and rehabilitation.

Situation Overview

Nearly one million people have evacuated nine days after Typhoon Koppu (known locally as Lando) made landfall in the Philippines. Despite the growing number of evacuees, there are no reports of acute humanitarian needs to date that are beyond the Government’s response capacity. The authorities announced that they will shift the focus of their response from relief to early recovery and rehabilitation on 23 October.

Typhoon Koppu, which weakened to a low pressure area by 21 October, left the Philippine Area of Responsibility on 24 October, according to the national weather bureau. After four days of fair weather, flooding is subsiding in the provinces of Pangasinan (Region I) and Nueva Ecija (Region III) while persisting in Bulacan, Pampanga and Tarlac (Region III) within the Pampanga and Agno river basins, according to the National Disaster Risk Reduction and Management Council (NDRRMC) reports. Flooding in these catch-basin provinces may last for up to three weeks.

Some 951,100 people (218,500 families) have evacuated across Regions I, II, III and the Cordillera Administrative Region (CAR). Two thirds of these people are in Region III. About 87,300 people (19,400 families) are in 310 evacuation centres while 863,800 people (199,100 families) are being assisted outside of evacuation centres.
The NDRRMC reported 47 confirmed deaths (7 girls, 4 boys, 20 women and 27 men), 83 injured and 4 missing from the storm.
