The Government of Ethiopia launched the 2016 Humanitarian Requirements Document in Addis Ababa on Friday, 11 December 2016.
The 2016 HRD: 10.2 million people in need of emergency food assistance. 5.8 million people to be supported with water, hygiene and sanitation interventions; and over 2.1 million people with nutrition support including 435,000 severely acute malnourished children.

Government launches Ethiopia’s Humanitarian Requirement Document for 2016
The Government announced the figure of population requiring humanitarian assistance for 2016 as 10.2 million people;
The HRD for 2016 was launched by the Government of Ethiopia on Friday 11 December with a projection of 10.2 million people in need of emergency food assistance in the year. Also prioritized in the HRD are 435,000 children under five and 1.7 million children, pregnant and lactating women requiring specialized nutritional support. The HRD is asking for $1.4 billion, of which $1.1 billion is required for emergency food assistance. The Government continues to lead the drought response, including through the National Disaster Prevention and Preparedness Committee led by the Deputy Prime Minister.
In 2015, the Federal Government allocated over US$200 million from its own resources for food, nutrition and fodder needs in the worst affected areas. As a first installment for 2016, the Government has committed an additional US$97 million. These funds will provide 516,000 metric tons of food for the first rounds of food distribution.
For the 2016 HRD, the Government and the international community worked together to develop a more operational document, this includes a prioritized humanitarian response plan. The HRD also includes for the first time, costing of INGO operations – in key areas including water, sanitation, health and nutrition. A cross-cutting theme of the HRD is strengthening government services at the point of delivery. Therefore, humanitarian activities in the HRD will complement and support gaps in service delivery – ensuring that humanitarian and development resources operate in a coordinated manner.
