Mid-Year Reviewed Humanitarian Requirements Document to include acute watery diarrhoea (AWD)
Initially reported in Oromia, Somali and SNNP regions, AWD cases were also reported in Addis Ababa on 9 June 2016. Despite ongoing responses by the Government and partners, the rapidly growing number of cases in the regions as well as in the capital, Addis Ababa, since the outbreak calls for a more robust multi-sector response plan.
There is a crucial need to include the AWD response in the mid-year reviewed Humanitarian Requirements Document (HRD). WHO and UNICEF have taken the lead to plan for humanitarian partners' support to the national response. AWD needs and responses in the second half of the year will be highlighted in the Health WaSH sections of the revised HRD due to be launched in the first week of August, 2016. The Periodic Monitoring Report (PMR) that highlights the accomplishments of partners during the first six months of the year will also be presented alongside the HRD launch.
Government and humanitarian partners transporting ESNFI kits to regions
The Disaster Prevention and Preparedness Bureau (DPPB) of Oromia requested the National Disaster Risk Management Commission (NDRMC) to support some 48,996 internally displaced people due to conflict in Kumbi woreda, East Hararge zone. The Commission approved the distribution of 4,000 ERCS/ICRC and 2,000 IRC/IMC ESNFI kits to address 6,000 prioritized households. IRC/IMC have commenced distribution as of 26 July and the ERCS/ICRC kits will be distributed following beneficiary verification. NDRMC is prepared to release pre-positioned kits in case additional needs are required. The Norwegian Refugee Council (NRC) also started transporting 8.284 DFID ES/NFI kits to Sitti, Faafan and Nogob areas of Somali region for the distribution the coming months.
Meanwhile a Logistics Cluster Railways Expert is working alongside the Ethiopian Railways Corporation (ERC) to identify and prioritize actions required to support the implementation of the national logistics strategy and to verify whether the existent railways could mitigate some of the logistics bottlenecks. As part of his initial scoping mission, the Railway Expert supported an inspection on the new railway running from Djibouti to Adama. This new line, which will substitute the old Djibouti- Dire Dawa railway line, is planned to be completely electrified and inaugurated in early August. When operational, the railway will be transporting cargo from the Port of Djibouti into Ethiopia and it is hoped that it will relieve the current pressure on road transporters.
