Uganda: Uganda: Emergency Update on the South Sudan Refugee Situation Inter-Agency Daily #25 | 12th August 2016

HIGHLIGHTS

 426 South Sudanese refugees crossed in to Uganda yesterday. 126 people crossed at Elegu (Adjumani/Yumbe axis), 14 in Moyo and 286 in Oraba (Arua axis). No refugees were reported using the Lamwo crossing.

 No new arrivals were recorded at Kiryandongo Reception Centre as registration has been put on hold. Refugees received at the reception centre will be provided with wristbands, and relocated to Yumbe district as Kiryandongo settlement has now reached its capacity and there are no plots of land available on which to host new arrivals. Relocation of refugees from Kiryandongo to Yumbe will begin today.

 The majority of new arrivals crossing in Elegu were fleeing from Central Equatoria and Upper Nile, with smaller numbers from Juba who report that the Juba to Nimule road is now clear of restrictions.

 Some of the new arrivals have reported that people are being prevented from crossing the border, particularly in Magwi and Owinykibul. Others report that fighting is continuing in various parts of South Sudan.

 Refugees arriving in Arua continue to report intense fighting in Central Equatoria. Some are being forced to take a longer route via Ombachi to reach Uganda as armed men are preventing people from travelling in Mugo.

 591 refugees were relocated reception facilities in Adjumani to Bidibidi settlement in Yumbe district, bringing the total number of new arrivals residing in Bidibidi to 6,738.

 289 refugees were transferred from Lamwo to Elegu collection point. They will be taken to Yumbe district today.

UPDATE ON SITUATION

 At a press briefing in Geneva, UNHCR warned that continued funding shortages are threatening to compromise UNHCR’s ability to provide life-saving assistance as the number of South Sudanese refugees in other countries passed the 930,000 mark.  42,637 refugees spent the night at reception facilities in West Nile. The exact figure for those staying at Kiryandongo Reception Centre is no longer available as registration of new arrivals has ceased ahead of planned relocations to Yumbe district. 161 refugees spent the night at Elegu Collection Point, which has the capacity for 1,000 refugees. 495 refugees were found to be staying at Kuluba Collection Point.

 13,485 refugees are currently staying at Nyumanzi Transit Centre, which has the capacity to accommodate 3,500 refugees. Similarly, 2,482 refugees have been staying at Ocea Transit Centre, which has the capacity for 500 refugees with added temporary structures. 28,496 refugees are staying at Pagirinya I and II Reception Centres, which is far beyond the capacity of these centres.

Response Update

 The Health Working Group is working to collect data on cases of acute watery diarrhea in order to enhance vigilance against an outbreak of cholera. Currently, there is no cause for concern though teams continue to monitor the situation.

 Four survivors of sexual and gender-based violence were provided with psychosocial care and the perpetrators were handed over to police. Awareness raising campaigns on mechanisms through which to report sexual assaults are continuing.

Operational Gaps

 The health clinic at Ocea Transit Centre is in need of its own laboratory. Currently, all blood tests and tests for diseases are having to be sent elsewhere.

 Additional anti-malaria medication is needed in Arua as current stocks are being depleted. The risk of contracting malaria is currently high due to the inclement weather.
