A. Situation analysis

Current situation

Clashes between government forces and armed movements have intensified in recent years and continue to severely impact civilians. Inter-tribal tensions also continue to spill over into clashes, causing displacement of civilians and disruption of basic services. Access to areas of active clashes remains largely denied. 1Continued and sustained clashes in 2013 and 2014 have seen significant new displacements in Sudan and, as a result an increase in the humanitarian needs. In Darfur, ongoing clashes have led to a further estimated 430,000 displacements. The last two years have witnessed the highest numbers of displacement since 2006.

In late February, 2014, over 90,000 people in the Um Gunya area of South Darfur were forced to flee their homes during a counter-insurgency operation. This was followed by further campaigns in parts of North Darfur, where clashes involving Government forces and armed opposition movements also caused tens of thousands of civilians to flee their homes. In March 2014, nearly 100,000 people fled their homes in the Saraf Omra area of North Darfur, seeking shelter and physical protection at the UNAMID team site following a significant increase in tension between two powerful regional tribal leaders.

The situation has continued to worsen in 2015. Between January and May 2015, clashes between Government forces and armed elements in Jebel Marra area and North Darfur State caused significant displacement. An estimated 41,000 people were displaced by clashes in North Darfur and Central Darfur. Tribal clashes between displaced over 65,000 people around Mellit, and another 35,000 people in East Darfur.
