Summary

This Revised Emergency Appeal seeks a total of CHF 19,992,343 (an increase from CHF 2,294,724) in cash, or services, and extends the timeframe of the operation by an additional 12 months (until 31 May 2016) so as to support the Ukrainian Red Cross Society (URCS) in continuing to provide assistance for up to 107,750 beneficiaries.

Out of the overall budget, the IFRC Secretariat is considering an operational budget of CHF 15,835,243. CHF 4,157,099 bilateral contribution was directly transferred to the URCS from RCRC Movement partners. A final report will be made available by the end of September 2016.
Since March 2014, more than 1.2 million people have moved away from Luhansk and Donetsk regions to safer areas within Ukraine, 19,000 people moved out of Crimea and over 800,000 Ukrainians fled abroad, mainly into neighbouring Russia, Belarus and other countries.

Most of the internally displaced people from eastern Ukraine are currently located within Donetsk and Luhansk regions or the neighbouring regions of Kharkiv, Dnipropetrovsk and Zaporizhia. The humanitarian community estimates that 5 million people affected by the conflict are in need of humanitarian aid across Ukraine. Vulnerability is identified via the poverty headcount, as well as the challenges related to displacement, reduced access to state support and social services, gender inequality, and mobility concerns for the infirm, elderly and those with disabilities.

Upon the request of the Ukrainian Red Cross Society, a scoping team consisting of ten members was sent to Ukraine by the IFRC Secretariat from 9 to 24 March 2015 with the major aim to assess the need for and to define the future scope of an upscaling of humanitarian assistance in Ukraine. Field visits were organized to the regions of Kiev, Kharkiv and Zaporizhia which reconfirmed the needs of displaced people and thus recommendations had been provided as to revise/scale-up the IFRC`s Emergency Appeal with focus on food security, non-food items, shelter, livelihoods/early recovery, health, WASH, DM and National Society capacity building support.

Following the continuous assessment of the needs and based on the findings of IFRC Scoping Mission in March 2015, this current revision of the Emergency appeal aims at supporting the Internally Displaced Persons (IDPs) in the following regions (Oblasts): Kharkiv; Dnipropetrovsk; Zaporizhia; Kyiv City; and other regions of the country, including Luhansk/ Donetsk (government controlled areas). The main components and activities have been organized around the following sectors: health and care; water, sanitation and hygiene promotion; shelter and settlements; food security and nutrition and National Society capacity building. The relief component of the Revised Emergency Appeal was recommended to be administered entirely through cash voucher or e-card mechanisms, as this has been identified as one of the most appropriate solutions for areas not directly affected by the conflict.

The planned response reflects the current situation and information available at this point of the evolving operation, and will be adjusted based on further developments and more detailed assessments.
