Violation of the cease-fire
The resumption of fighting in July between armed movements in violation of the Peace Agreement in the Kidal region is a serious threat to the protection of civilians. Hundreds of households have fled the violence in Kidal to find refuge in neighbouring regions or countries. As of 4 August, the Government and its humanitarian partners have registered at least 1,025 new internally displaced persons (IDPs) in Menaka and 356 in Gao, according to the National Directorate for Social Development.

Violence has affected the access of humanitarian workers to populations of Kidal and thus contributed to further reducing the humanitarian space. Due to the security situation on the ground, humanitarian organizations had to restrict their movements, which limited the response to the priority needs of vulnerable people. Health care was provided to people who were injured in the violence, but the assessment of the needs of people displaced by the violence and the assistance to people affected by floods in the region could not be done.

In the Timbuktu region, clashes between armed groups were also reported in July in the commune of Hanzakoma on the south bank of River Niger.
In the center of the country, humanitarian access has also deteriorated in Nampala zone in the Segou region where "terrorist" attacks took place. Similarly, the presence of armed men was reported in the “cercles” of Tenekou, Youwarou and Douentza in the Mopti region where access is already difficult due to the rainy season.
