Uganda: Uganda: Emergency Update on the South Sudan Refugee Situation Inter-Agency Daily #30 | 19th - 22nd August 2016

HIGHLIGHTS

 3,405 people have fled to Uganda over the past four days, 1,447 on Thursday, 683 on Friday, 389 on Saturday and 886 on Sunday.

 6,734 people crossed in to Uganda last week, compared with 8,403 and 17,369 in the week starting 8 August and 1 August respectively.

 In line with recent trends, the majority of new arrivals are coming in to Uganda using the Oraba border point (Arua axis) (2,082 over the last four days). Previously, the majority of new arrivals were coming in through Elegu.
This is reflective of the current situation where more people are now fleeing to Uganda from Central Equatoria than Eastern Equatoria, as opposed to the other way round when the influx first began.

 New arrivals report violence taking place in Juba and across the southern belt of South Sudan. Lootings in the capital are reported to be widespread, particularly at night. Refugees report that armed men are committing random acts of violence, including killing civilians for no obvious reason. People are reportedly being harassed on suspicion of providing support to opposing sides of the conflict. Many report having been detained on the same grounds. The recruitment of young men and boys into armed ranks has reportedly been increased in Central Equatoria.

 6,873 people have been relocated from reception facilities to Bidibidi settlement in Yumbe district, bringing the total number of refugees settled there to 18,876.

 The number of people residing at reception facilities has reduced as people have either dispersed to settlement areas or been relocated to Bidibidi.
Awareness-raising campaigns about relocation to Bidibidi settlement are ongoing at reception facilities. Community leaders are communicating key messages about the settlement in order to assuage the fears of some that they would be far away from the majority of South Sudanese refugees who are living in Adjumani.

 55 people have now been treated for suspected cholera, 53 of whom have been successfully treated and discharged. A multi-sectoral Rapid Response Task Force continues to monitor the situation, including providing further diagnosis for those displaying potential symptoms, conducting awarenessraising campaigns and improving sanitation facilities in reception and transit centres.

 The second revision of the 2016 Uganda Refugee Response Plan (RRP) for refugees from South Sudan has been completed at country level, and was submitted to the UNHCR HQ/regional level for further review. Additional inter-agency requirements for the response post 7-July 2016 amount to US$ 57 million.

UPDATE ON SITUATION

 More than 85% of new arrivals are women and children under the age of eighteen. Some of the new arrivals have cited the closure of government schools due to the ongoing violence as a factor in their decision to flee South Sudan.

 Persons with Specific Needs (PSNs), such as the elderly, orphans, disabled, single mothers, etc…, are being given priority access to services and are being assisted with setting up their shelters in Bidibidi settlement.

 314 refugees and Ugandan members of the host community took part in sexual and gender-based violence outreach sessions, spearheaded by community members.
